DESCRIPTION:
The University of California , San Diego is actively seeking applicants for an Executive Director of its Office for Students with Disabilities (OSD). OSD coordinates and facilitates access to academic and non academic services, programs, and facilities, for students with documented permanent or temporary disabilities. The program currently provides services to more than 800 students annually. OSD's mission will evolve and change over time due to emerging disabilities, increasing student population, and changing laws and regulations.
Under the general direction of the Associate Vice Chancellor for Undergraduate Education, the Executive Director provides the leadership necessary to establish, implement and maintain best practices, policies, procedures and programs necessary to operate a highly rated, best practice oriented operation providing services to students with disabilities. The incumbent ensures compliance with federal laws, state regulations, and University-wide and campus guidelines related to disabled student services and equal access. The Executive Director collaborates across campus units and academic departments with faculty and staff regarding application of policies concerning the delivery of services to students with disabilities.
The incumbent also works with the Office of the President and counterparts at UC campuses, other colleges and universities, high schools, and community and state agencies regarding issues related to disabled student services.
The Executive Director is expected to participate in national advocacy organizations and is expected to assume a leadership role within the UC system as well more broadly.
The Executive Director will initially oversee OSD's transition as a unit from Student Affairs to Academic Affairs. As part of this transition, the incumbent will (a) clarify internal reporting responsibilities and orient staff to a new VC area; (b) assess all programs and staff responsibilities, relations with student clientele, faculty and staff working in campus units, assistive equipment needs and communication strategies; (c) prepare program enhancements and an organizational plan and budget; and (d) recommend the formation of an OSD oversight committee, including it's role and membership.
QUALIFICATIONS:
- Bachelor's degree and at least four years fulltime professional experience directing or working in a higher education multifunction disability student services program, or an equivalent combination of education and experience. Experience should include working with a full range of disability groups such as physical disabilities, learning disabilities, blindness/low vision, and deaf/hard of hearing. Master's degree in field related to disability services in higher education preferred.
- In-depth knowledge of Sections 503 and 504 of the Rehabilitation Act (1973), the Americans with Disabilities Act (1990) and other pertinent Federal and State regulations affecting services for students with disabilities, as well as academic and legal case law trends.
- Strong communication skills, oral and written, to communicate effectively in a diverse environment at all levels, with tact and diplomacy in order to achieve program and campus goals.
- Thorough understanding of the role of a support service for students with disabilities in a university environment. Expertise and proven ability to develop, implement, and evaluate student service programs that meet the needs of a diverse population of students with disabilities including the proven ability to design and produce workshops and other training programs for students, faculty and staff.
- Demonstrated experience in budget management including planning, developing, proposing, and effectively managing a fixed budget. Successful experience developing new funding sources, and preparing grants and funding proposals.
- Proven ability to act as a consultant to all areas of campus on questions about disability, architectural and programmatic access, and accommodations.
- Strong demonstrated ability to represent campus administration and people with disabilities in on campus and off campus settings.
