POSITION: DISABLED STUDENTS PROGRAMS AND SERVICES (DSPS) COORDINATOR/LD SPECIALIST

SALARY: $60,480 - $93,294/YR. (202 DAYS) (Initial placement will not be higher than the above listed salary, the top step for this position is Class VI, Step 19 which is $116,010/YR.)
COMMENCING: Fall 2008
BASIC FUNCTION: Under the direction of the Dean of Student Services the DSPS Coordinator/LD Specialist will coordinate and implement the colleges’ compliance with California Ed Code for DSPS and Federal legislation including sections 504/508 of the 1973 Rehab Act and the American’s with Disabilities Act by providing services for overall management of the department including coordination, development, organization and the provision of support services and instruction for students with disabilities.
ESSENTIAL FUNCTIONS:
- Coordinate programming for students with disabilities for instruction and support services.
- Interpret and apply federal and state laws and district regulations pertaining to the rights and responsibilities of students with disabilities and develop procedures and practices to ensure compliance, identify architectural barriers and assess program and curricular accessibility.
- Provide advocacy and coordination to the college’s reasonable accommodation process.
- Interpret and implement regulations, guidelines, and reporting requirements of funding agencies, prepare and submit mandated fiscal reports including end of the year reporting for the state, prepare and monitor program budget.
- Obtain special equipment, materials and other academic accommodation needs of students with disabilities.
- Provide and teach a curriculum that meets the requirements of California Ed Code for DSPS specialized coursework including academic strategy courses and assistive technology to meet the needs of students with learning disabilities.
- Design and deliver student, faculty and staff training for the use of assistive technology.
- Assess and provide for students alternate media and assistive technology needs.
- Interview and screen students referred because of suspected learning disability.
- Provide assessment for determination of eligibility for learning disability services using criteria of California Community Colleges Learning Disability Eligibility Model; evaluate students’ academic strengths and deficits using appropriate measures, develop educational support services for students with disabilities.
- Refer students to other departments/agencies, community resources. Act as a liaison to faculty and staff, provide training for faculty and staff with respect to students’ learning differences.
- Collaborate with college instructors, counselors, tutoring center and other DSPS personnel to assist students in the pursuit of their educational goals.
- Respond to and seek resolution to student, staff and faculty complaints arising from program activities.
- Evaluate program effectiveness using a variety of survey and research methods.
- Other responsibilities include maintaining standard of professional conduct and ethics appropriate to the professional position, including committee work and faculty liaison, curriculum and program development and activities.

- REQUIRED DUTIES:
- Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.
MINIMUM QUALIFICATIONS:
The successful candidate, by the final filing date, must possess the minimum qualifications for instructors in Learning Assistance or Learning Skills Coordinators or Instructors, and Tutoring Coordinators at California Community Colleges:
1. Master’s degree in rehabilitation counseling or category of disability (learning disability), psychology, educational psychology; OR
2. Master’s degree in special education, and twenty-four or more semester units in upper division or graduate level course work in counseling, guidance, student personnel, psychology, career development or social welfare and either 15 or more semester units of upper division or graduate level coursework in the area of learning disabilities OR
3. Two years of full time experience or the equivalent in one or more of the following: (a) counseling or guidance for students with disabilities or (b) counseling or guidance in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities; and 15 units of upper division or graduate study in the area of learning disabilities AND
4. The applicant must possess a California Community College Learning Disability Eligibility Model Certificate; or California Community College Credential as a DSPS Learning Disability Specialist; and Section 56048 The designated Coordinator must meet the minimum qualifications for a DSPS counselor or instructor set forth in Section 53414 (a) through (d) or meet the minimum qualifications for an educational administrator set forth in Section 5340 and in addition, have two 2 years full time experience or the equivalent within the last four (4) years in one or more of the following fields:
1. Instruction or counseling or both in a higher education program for students with disabilities;
2. Administration of a program for students with disabilities in an institution of higher education;
3. Teaching, counseling, or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or
4. Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the
position were predominantly or exclusively related to persons with disabilities.
5. Minimum of two years or equivalent of recent and successful experience of instruction at the postsecondary level.
DESIRED QUALIFICATIONS:
1. Ability to interpret, articulate and implement a variety of regulations, policies and procedures concerning community college Disabled Students Programs and Services.
2. Knowledge and awareness of cultural issues in assessment.
3. Knowledge of the implications of behaviors elicited by students with a variety of disabilities.
4. Knowledge and expertise working with adults who have disabilities such as acquired brain injury, developmental delay, hearing impairments, psychological disability, speech and language disabilities, and visual disabilities.
5. Knowledge and experience assigning appropriate accommodations for students with disabilities with respect to their educational needs.
6. Ability to advise faculty and staff on their obligations in providing equal access according to ADA standards.
7. Knowledge of assistive technology in accommodating disabling conditions.
8. Knowledge and understanding of rehabilitation practices and functional limitations of disabilities.
9. Knowledge and experience interpreting medical reports, vocational evaluations and rehabilitation plans.
EQUIVALENCY: Applicants must meet YCCD minimum qualifications by the filing date or have been awarded equivalency by the District prior to the publication of the Recruitment Announcement.

The individual must possess the interpersonal skills necessary to develop rapport with students and staff. The individual must possess the ability to communicate well both verbally and in writing with students and colleagues and demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.

Woodland is located in the northern Sacramento Valley , approximately 20 miles West of Sacramento and approximately a two-hour drive from San Francisco and Lake Tahoe . The area offers many forms of recreational activities. The size of the community makes it an ideal area to live. Also, California State University at Sacramento is approximately 30 minutes from Woodland and the University of
California at Davis is approximately 15 minutes from Woodland .
